Citizenship based taxation for OCIs and Indian citizens

Hey, sorry if this is a bit off topic, but there are some people saying India has implemented citizenship based taxation starting April 1 2020.

Can someone confirm this? I haven't seen much online about it. Also if this is true, does it apply to OCIs as well?

Just wondering for future tax planning purposes.

I haven't seen any official news source, just an isolated article, and a video on youtube.

So i have my doubts it's true as well, but i thought maybe someone has more concrete information on it.
