Hello,
on filling the applicant form they ask to include all kids even if we do not apply for their citizenship and provide school records and other proof.
Does it apply for the Canadian born child too? Do we need to submit all this information for the kid who is already Canadian by birth?

Yes it applies to Canadian-born as well. I believe the purpose of asking for kids' school records is to somehow construct a vision about ties in Canada.

Kid is just 3 years old. School records are not applicable for him. We did not sent anything but his birth certificate. Does it mean that all application will be returned back?
 
In the adult application package they say:
"4. School Records

Provide photocopies of all your official school records if applicable for the relevant four (4) year period immediately preceding the date of your application, provide.

In addition, provide photocopies of official school records for any dependent children in Canada or abroad even if you are not applying for Canadian citizenship on their behalf
."

In my case the school records are not applicable for the Canadian born kid - the kid is too small and has not started school yet. So there's no way I could send his school records.
 
I agree that there is no way to offer school records for baby kids, hence the phrase "if applicable".
