I and my daughter lived in Canada for 4 years and obtained our citizenship in 2004. My husband has been working in Hong Kong and has already given up his PR landing PR and status in 2003. In 2005, we moved back to HK to live with my husband. Now, we want to move back to Canada as a family.
1) Can my husband go back to Canada to us as a family?
2) Can he work in Canada as he still has the SIN card?
3) How and how long does it take for PR/citizenship application.

1) He could come back if he could get a visiting visa. Having had PR status is irrelevant now since it's forfeit.
2) No. He can't work unless he gets a work permit.
3) The sponsorship application would take about 1 month and processing 80% of applications at the Hong Kong visa office takes another 8-14 months.
 
Should I file the work permit and family sponsorship application in Hong Kong or after we go back in Canada ? And, where I can find the application information.

You can find the in-Canada application kit here. You could file from wherever you wish, but remember that there's no guarantee that you will be let into Canada. If the border official suspects that you, having family in Canada, might overstay your visa you might be denied entry.
