Hi All - Happy Holidays - Have a question around question on 9 c - The eligibility is 5 years before applying..but if we stayed outside for say maybe 1 year - we still qualify as per the new rules - but when we choose that we have stayed outside then it as us to complete - CIT 01777 - which is not relevant and only meant if you are a crown servant or not.

Confused here if we should fill in CIT 01777

This question has been beaten to death on this forum, ever since the updated forms were released. No one knows what it is the right thing to do, thanks to the ambiguously worded question by IRCC. However, many on this forum checked 'Yes' to the question, filled out 'N/A' on the CIT 0177 form along with a cover letter, while others checked 'No' despite living outside during their eligibility, and attached a cover letter explaining the situation.

Note, if you check 'Yes' to the question, you absolutely are required to attach the CIT 0177 form even if it's not applicable to you, otherwise your application will be returned for being incomplete.

For the record, I didn't include CIT 0177 (but wrote a note on the form) and have not had mine returned. Had AOR. Waiting for IP. Worried though. :(
 
Fz you were not a crown servant, you don't need to fill in the form.

Actually, the question itself is NOT ambiguous. It is a very simple, straight-forward question: did the applicant live outside Canada during the eligibility period (the five years prior to applying). No or Yes.

It is the instructions which are confusing. The form instructions stating that a "yes" response requires submitting CIT 0177, while the help instructions strongly suggest that only those with Crown Servant related credits should submit CIT 0177, and CIT 0177 itself is otherwise organized in a way which suggests there is no reason to submit it unless Crown Servant credit is applicable.

Many applicants have reported checking "yes" and getting AOR despite not having included the CIT 0177 form. At least one has reported otherwise, reporting the application was returned despite including a clear explanation as to why no CIT 0177 form was submitted.

The safe approach is almost always to answer questions truthfully and follow the instructions.

For those who do that, that is answer questions truthfully and then follow the instructions, that means many applicants will answer "yes" even though Crown Servant credit is not at all relevant, and they will submit the CIT 0177, which will require entering NA or Not Applicable throughout the form. Those who want another layer of safety may also include an explanation.

Hi,
I checking 'NO" and sent a letter expalining that I'm not and not related with crown servant.
Papers delivered March/22/2018
I received my AoR April/13/2018.
I didn't submit the form CIT 0177
