CIC website eligibility test

I have tried the official CIC website eligibility test but every time on the last page I get a message that I am not eligible.

Has the test been updated? I am applying through NOC 2243 Industrial instrument technicians and mechanics & i have masters degree & IELTS score 8/10. Why the system keeps giving me non eligible response below?

"We used your answers to see if you may qualify for any of Canada's primary immigration programs. Based on your answers, it appears that you are not eligible to immigrate to Canada at this time under a federal program."

if it's for FSWP, the eligibility test is self-assessed.

I want to apply for FSW, and i am afraid of my eligibility.
