CIC sent a mail via post that I did not receive?

I will really appreciate any help you can give.

I just noticed today via our "fantastic" national post service in Egypt that a regular mail was sent to me 2 months ago but I did not receive it and it is very possible that that mail was sent back to the sender.
My question: Does CIC send regular mail via post? What happens if I did not receive that mail and it was sent back to them? What do I do?

I am EE FSW. Have been waiting after AOR for almost a year now. Any help will be really appreciated.
