CIC screening of PNP applicants

hi folks... do visa officers know the eligibility criteria for the various pnp streams? For instance, if a province is not supposed to nominate international students but they (the prov. office of Immigration) accidentally nominates an International Student would the visa officer in charge of processing the application make the province withdrawal the nomination due to ineligibility?

Or, does the nominee get a pass by cic since the province gave them the nomination?

From what I understand.. The provincial and Federal work at different levels and don't use the same procedures but consult each other at times... so its like two different process and departments that talk when needed. IF you get a provincial nomination they dont care and should give you the PR. They will contact the Provincial government to confirm your Nomination and check if the information provided matches in both applications( this is to confirm any change in status like Married, etc). So if you get nomination by hook or crook you are good. The federal cannot scrutinize each and every provincial nominee program so they will just trust on the work they do because they are government as well.
