Cic number and options to talk to representative to know the status?

I came to know that cic is saying our file status on phone. I tried calling yesterday to this number 18882422100. I selected 1 option to know the status of the file. It says its busy check online and it is kept down.
How could i talk to representative to know the status of my application.

Once the standard processing time has passed, you can call cic to find out the status of the application.

When you get the machine, dial the number that will get you to the work permit category and then press "0" to talk to a representative. If they're all busy and there's already a lot of people waiting on the line then the machine will ask you to call again.

Finally got an agent to speak.
He says criminality and scurity not started. Eligibility nothing yet.
I alredy got medicals request.Does it mean my eligiblity should be recommened pass.

Any one please help me in knowing the status
