Our premise of lowering the scores for further draws is based on assumption that there is not enough LMO/LMIA supply. But there were ~144K LMOs already working all over Canada at end of 2013. And by now number would have increased. Assuming only 40% of them work in NOC 0, A and B and then 50% further qualify for EE; we are still looking at a substantial chunk. CIC must have thought of something when they put the cut-off so high. Looking from their viewpoint; would it not be weird and moreover erode trust in Canada's immigration that within 6 draws they dropped the cut-off by half? Even 600 as a cut-off will be a big variation. I think they have something in mind to fill the quotas like they talked about in presentation about CEC stream. Besides, we have absolutely no idea what the mean and median scores of the pool are. Some people have missed the selection by 3, 11, 20, 100 points; looking at posts in this forum. So if CIC's motivation was to put fear in lot of us; they have kind of succeeded there.
