how can i approach CIC ISB since we had sent our response in Feb 2014 but did not rcv any correspondence after that?

This link is is for the case specific inquiries form, it did say that due to technical difficulties it was not available. So depending on how long that takes it may not work for you. here it is none the less.

Just a reminder though, depending on your application submission date, the processing time for your VO is very long, perhaps that is why you have not heard anything back? Not all VOs give conformation of receiving new or updated information.
