CIC Call Center cant Access Our file

Hi Folks
my Ecas change decision made on last Friday After that we never received any correspondence from local visa office my vo is colombo .
yesterday my wife call to cic call center the agent said they cant access our file . only visa office can view our file .
whats this mean ?
here is my gc key :-

Application status :- We are processing your application. We will send you a message when there is an update or if we need more information from you.
Review of eligibility :- Weare reviewing whether you meet the eligibility requirements.
Review of medical results :- You passed the medical exam.
Review of additional documents : We are reviewing the additional documents you provided.
Interview:- You have completed your interview.
Biometrics:- We do not need your fingerprints. We will send you a message if this changes.
Background check :- Not applicable.
Final decision:- Your application is in progress. We will send you a message once the final decision has been made

As your file is being processed from Colombo, the agent in Mississauga doesn't have access to it and can't see what it says. Ecas is generally updated faster than GCKey. Decision made means you've been approved and should receive mail from the immigration office soon. Maybe your wife should try emailing the visa office if you know their email address and don't hear from them soon .
