I landed in Canada in November 2019 as a permanent resident along with my wife and child with same status.
For the Child Care Benefit to receive, you need show income for the 2019, 2018 and 2017. I did not earn any income in Canada in 2019, however I earned income in the US for all these years. I am yet to receive 2019 W2 so I haven't filed the US returns yet. And hence I haven't filed my Canadian returns.

Is it recommended that I should first file US tax returns and then Canada tax return and then apply for Child Care benefit ? Is there anything else I can do to get started to receive any sort of benefit such as GST/HST?

You don't file Canadian tax returns and don't need your 2019 US return. At this point, you just need to know your US income for 2019 and declare it in the CCB application.

But the forms says if you are applying in year 2019, then you need to show income for last 3 years i.e. 2018,17 and 16.
In my case, I am applying in 2020, so I would need returns on 2019, 18 and 17. Please correct me if I misunderstood.

You don't need the returns. You just need to know your annual income.

You need to read the forms more carefully. For income 2 years before, it very clearly states: "Fill in this section only if you became a resident of Canada between January 1 and May 31 of the year you entered in section A."

I didn't show proof of income yet. They will ask for it later. I just provided the numbers. I applied a couple of months ago. I don't know when I will get a response back

You can receive Child Tax Benefit even as a student or worker but your kid needs to be physically in Canada for at least 18 months.

No you qualify right away if your child is with you in Canada.
Been there done that. You don't qualify until both parents file a tax return and the kids are physically living with you inside Canada for at least 18 months. They denied my friend who is an international student and said they will start after 18 months. He came in 2017 but his wife and kids came in 2018.

18 month wait is for people on a work or study permit. Their child must be with them to qualify.
