Cheap University in Canada

Dear All Senior,

I want to apply study visa for my nephew. He recently completed his exam of ICS and wish to apply in BCS in Canada.

You all are requested to please suggest cheapest universities in Canada.

Further please tell me whether university fees are to deposit before visa submission or it can be paid on visa approval?
