my timeline is almost same as yours i filed on 29 feb, 2012 and got remed + doc request on 21 Nov, 2013
i cant access ecas as sponsor but can access as applicant
can you access both ways??

Yes i can access both ways but it depends how you r trying to access it ! cuz sponsors ecas and applicant ecas both have different UCI and Application Number i think u r making mistake in your info so check it properly !

really yes i have two UCI but same/one application number ( do u have the same situation in ur case)
but i cant access using all three combination

well if everythign is right then ur sponsor should call to cic call center ! and no i dnt use any sort of hyphens in uci !
