SAlam.... may be CIC users unlock the file for making updated and when they finish their work on file again lock the file for making secure data from unwanted users. DB should be keep away and secure from web traffic.
Add appearing / disappearing is good sign which is strongly observed by Skilled Class Forums members coz they also have long timelines.

You are an IT guys then you should know better. Yes when they look at the paper file, attach/scan documents, send emails/replies, update CAIPS, write comments, send request letters they don't just do it all manually, obviously they go and do it electronically which makes the address disappear and reappear again which they in the process or working on the file. Or so we think :

MashAllah, towards the end it did go very smoothly. I am assuming they want people to enjoy the EIDs with their loved ones and may be thats why they have done this VISA issue process a little faster as we are getting closer to the end of Ramadan but its Canadian Immigration so hard to say...
