Thanks dear. I am in fact in Pakistan and I would be eligible to sponsor once I am in Canada and you have rightly mentioned it too.

I guess the key word in it to understand is NOT EXAMINED, if your wife and kids were indicated on your file, passport number and copies were provided, medically examined, it does not apply on you since you provided all the information, make sure they dont come to know that you are back to Pakistan because they will send you a letter than you no longer meet sponsorship criteria being a permanent resident.

Since your spouse and kids were examined at the time of your application, hence you can sponsor them in federal family class.

The section quoted above is for those spouses and children, who are not examined at all.
