First Check the exact reason VO marked on the Rejection letter. You have lot's of program choices after +12. I will advice you to change your program, Better if you could take admission in college because they process the application more faster than university. Also it is not advisable to go to university for diploma or certificate level programs. Don't worry, Better luck next time. Once you got the offer letter you can apply

The university may not have had an issue with your IELTS scores - but I think it's quite possible CIC did and it's quite possible this was a refusal reason. Your scores are quite low for someone who is going to attend a university program. I would recommend you improve your IELTS results and ensure you score an absolute minimum of 6 in each category before reapplying.

I GOt admission with one condition that. Is i gonna take English upgrading classes with in my full time study,,
no i do not have any CAIPS or gcms

So you have a conditional acceptance. CIC is starting to be less and less of a fan of conditional acceptances.

Improve your English. Get a non-conditional acceptance from your university. Then apply for the study permit again.

i agree with your point dear,,
i just wanna know how those people get visa with similar ielts score and course ??
why CIC Refuse only me ,,
IELTS Is not matter dear ,,
something is bad with my LUCK and maybe VO mood,,?
i have only one reason of rejection,,
it mean other financial and home ties clear ??
it is possible to get visa with only change of course??

it was not a condition dear
it was just completion of upgrading ( it mean i will take ESL CLASSES there)
i dnt applied with conditional offer letter
