That's what I think too, they rejected your application because of your marks,
University has a minimum requirement, but VO thinks that universities only wants money and are ready to accept anybody despite pf their real motivation,
But you need to prove the VO that your scores won't affect your studies, by writing a strong SOP showing you real ambition during your studies, how you will surpass yourself and do your best.

the only thing that could help is a SOP.
If you say that you have written the SOP the first time, maybe the VO wasn't convinced by that, now that you know the reason why they rejected you, your SOP should be directed towards it.
VO are very strict on the first application, they have a stereotype of how people who are applying for each type of category should be, and if you don't meet them, they reject you.
You can turn around this situation, no need of anything else, SOP will do.
