Charged with dui, can i apply my citizenship or renew my pr

You will not be able to renew your PR card until the charges are dealt with. This is extremely serious and can result in the loss of your PR status. You need to be working with an excellent lawyer to try to get the charges reduced. The fact this is your second DUI is not good. Hopefully you get some good lawyer recommendations here.
