Changing unversity before landing

Hi,

I have got acceptance from 2 universities (UOW and Concordia).
Got the study permit through Concordia. Now i am thinking of changing the university.
What shall i do? Shall I change before leaving or after.
Also, is it okay to land in Canada before paying the fees of the institute. ( due date is 1st Jan and i am planning to land around 24 DEC)?

If they are the same (degree to degree) then once you land in Canada just attend UOW then notify IRCC.
