Changing status of TRV for Study Permit while in Canada

Hi, I already brought up this question, i got my IELTS here while in Canada on TRV and now about to enroll to study full time. I know i need to apply for study permit. I considered lots of options till i found this:
Application to change conditions or extend your stay in Canada as a visitor
Where it shows step by step if you meet requirements to do so
I did it, and it showed that i am eligible to change my current TRV for Study Permit HERE IN CANADA
I have about 4 months to go on my TRV.
Can anyone provide any info about this.
Or if someone did it already.
All answers will be highly appreciated

As a visitor you can't change to student by applying to Vegreville. You have to apply at an office outside Canada, depending your usual country of residence you may require a medical.

Hi, can i send my passport to Buffalo Canadian Consulate by mail while staying here to apply for Study Permit?
I just dont have US Visa to travel there , cause trip my homeland and back (Russia) will be very costly.

Yes, but you will have a problem if an interview is required and you will require a medical exam as well.

I thought i could do medicals here in Canada as well, it shows the list of Designated doctor Offices
