Changing status from visitor to student

Hello,

I have a post graduate work permit and my wife is living in Canada with me, holding a 2 year visitor record and a visitor visa. She wants to go to a college, and her study permit application was denied once before we got married.
Now that she's in Canada, can she apply for a study permit within Canada or does she still need to apply abroad?
