Could you send me the study permit? She must meet the conditions on her study permit before changing school. Therefore, if “actively studying” is not mentioned then she doesn’t need to go to NB. However, if it is mentioned she’ll need to start her program before changing schools.

The study permit doesn't mention that she needs to be "actively studying". However, it is still unclear if IRCC would require her to be taking her classes. Let me reach out to IRCC and ask them questions about that. I’ll get back to you once I get an answer. In the meantime, I would recommend that she starts her program in NB and starts applying to DLI in Ottawa. Hopefully, she gets accepted soon and she can come back to Ottawa.

My fiance came to Canada in January 2020 for a 1-year university degree in Quebec then after the first semester she decided to change
the school to a college in NB since the university degree wasn’t appropriate for her so she got a new study permit for the college in New Brunswick for autumn 2021 (study permit valid from July 2021 until 2023).
We got to know each other in March 2020 when she was in her first semester at University, and we have decided to live together and stay with me in Ottawa.
My question: if she gets a new admission from a college in Ottawa and then informs IRCC before the start of the semester in NB college, does
this process seem right?
Also, in her study permit it's stated the field and NB, should it be a problem?

Pretty sure you mean 2021 but if you don’t she likely is out of status. If she started living with you in Ontario in March 2021 when did she stop studying in Quebec? She may have lost her status if the Quebec university reported her as having left. This constant switching schools and not attending is going to really piss off IRCC. They will likely stay attend school or leave Canada.
