My fiance came to Canada in January 2020 for a 1-year university degree in Quebec then after the first semester she decided to change
the school to a college in NB since the university degree wasn’t appropriate for her so she got a new study permit for the college in New Brunswick for autumn 2021 (study permit valid from July 2021 until 2023).

We got to know each other in March 2020 when she was in her first semester at University, and we have decided to live together and stay with me in Ottawa.

My question: if she gets a new admission from a college in Ottawa and then informs IRCC before the start of the semester in NB college, does
this process seem right?

Also, in her study permit it's stated the field and NB, should it be a problem?

Pretty sure you mean 2021 but if you don’t she likely is out of status. If she started living with you in Ontario in March 2021 when did she stop studying in Quebec? She may have lost her status if the Quebec university reported her as having left. This constant switching schools and not attending is going to really piss off IRCC. They will likely stay attend school or leave Canada.

Sorry I meant 2021, so she came to Canada January 2021 and we got to know each other in March 2021.
It was a summer break for her with the University, she was and still 100% ok.

With this new timing, she should be fine to change DLI provided she maintained full time status all those time. Previous narration missed some important dates and was confusing. This is what i see

Even though she got a new SP for NB on July 2021 which cancelled the old one, she is still considered as actively studying, right?

If she recently got her new SP and she is making progress toward completing her studies, she is good

So she has received the new SP (i.e. she has the actual SP and not just LOI)? Did she register at NB school? If not, I'd advise that she does and enrols at least. If possible, even start attending classes (being mindful of the last withdrawal date for full refund) before switching schools.
