Does anyone know whether I can change my visa which is labour market impact to an experience Canada so I can work elsewhere ?

Your question is a bit confusing.

Are you asking about an IEC / Working Holiday Visa? If so, only certainly countries qualify so it depends where you are from. Also, you have to be below a certain age.

Sorry to be unclear. I currently am working in Canada after arriving earlier this year from the United Kingdom. I have a labour market visa so am tied to the job I am in. I am not enjoying my job but if I quit I have to leave Canada or remain here unemployed. Therefore, I would love to change my closed working visa to some form of open work visa so I can work elsewhere, so I am indeed asking about a working holiday visa :) I am 27 years old. Thanks.

You can certainly apply for the Working Holiday Visa program (I'm assuming you're a UK citizen). Information is here: http://www.cic.gc.ca/english/work/iec/eligibility.asp?country=gb&cat=wh

Note that the UK program is extremely popular and there are always more spots than applicants. So submit your profile as soon as you can and hopefully you'll get lucky.

Based on the information you've provided, I don't see any other options for you for obtaining an open work permit.

Every IEC program has its own criteria. You have to read the program information specific to your country of citizenship.
