I am about to apply for my PR but my partner and I are having doubts now.

Should I go back to EU or not is my question to myself now. I just got my second extension for another 6 months but suddenly this.
I am thinking of going back to EU but then again, I'm here now. If I stay and find somebody else, fall in love and decided to move with that person within the next 6 months, do I need to inform CIC about the changes? I am just a visitor with my second extension.

That's a tough one. As you are just a visitor so you do have the option to stay for x many months but to establish a relationship would take a while, as for family class you'd either have to live together for a year first or get married. They also like to see evidence of a developing relationship than just a few months courtship then get married. It goes a lot better. If you are thinking of leaving the country as a visitor you don't have to notify anyone. If you haven't applied you don't need to tell them. If you have, then yes you do have to notify them if you decide to leave and withdraw your application. More seniors than me can add to this.
 
Also, regarding calling the CRA to change the status to common-law, if I am still living at my partner's place and it reaches one full year, do we still need to call them to change our status even though we broke up before it's one year of being in relationship, just living together because I don't have a new place yet?
 
You do not have to file as common law if you are not actually common law. So no, technically if you were in a romantic relationship and living together, but the romantic relationship ended before you had lived together for one year, you do not have to file as common law.

But .... Keep in mind that CRA may find out you have lived together for more than a year and assume you are common law. They could then insist your partner or you file as common law, and if you don't, force the issue. It could also affect other things such as student loans. You or your former partner would then have to prove that you were just roommates, not common-law partners. Such cases are winnable, of course, but one would rather not have to deal with such a problem. Maybe get some proof you are just roommates. At the very least, do not present yourselves as a couple to others.

What stream were you planning to apply for PR in? You said you were just a visitor currently. You don't qualify for family class sponsorship with your current partner because you haven't lived together for a full year, not to mention you are talking of breaking up.
