Changing from a college to another or to a university in Québec

I am a Tunisian resident and I have a Tunisian bachelor degree in computer science, I want to become a Computer engineer and I chose to complete my studies in Canada Québec.
I currently have an admission letter in a college in Québec but I am not sure if I would like to complete studying in that college.
I wanted to ask, if I am to go to Canada with the admission letter that I have now after completing the necessary paper work, Can I change to another college or university ?
And if yes do I have to apply for a new CAQ and study permit and how long would that take me ?

You need a new CAQ study permit if you have never studied or never will study at the college/university. Your study permit states the school you can study at. Processing for a study permit will take at least 13-14 weeks. Not sure about CAQ.
