According to me BC is not the best place to get the PR. If plans are to move, Saskatchewan and Manitoba are the two most frequent destinations for PG Diploma candidates.
And Rules change all the time, better to read a lot all the time. Once you are in school, you will always get the information from your friends and will be able to decide
better. I came to Canada in 2008 and were able to get the PR in 1.5 yrs during my MS degree. Then rules changed and now it takes longer. You never know what will be the rules
at the end of your program.

Good Luck!
