Change the condition of Closed Work Permit

Please guide me on how to change the condition of my closed WP for my cousin.
His closed WP is not expired until next year, should he change the condition of it now, or have to wait before the 30 days expires will kick in?

What condition does he want to change? For a "closed work permit" there isn't much that can be changed.

1. Then he needs a new employer who is willing to advertise the position, prove no Canadians/PRs qualified/available to job and pay $1000 for a LMIA. Process takes about 3/4 months (if approved) after the advertising requirements met.

Please clarify the new employer length of advertising, it is 30 days right? Thanks.
