Change of visa office

I´m a temporary ecuadorian resident but I appiled for the FSWP from Cuba, my country of origin, on July(2013) so, all my documents where sent from CIC to visa office in Havana for further processing.
I´d like to know what can I do to transfer my application process from Cuba to the corresponding visa office of Ecuador (that would be a Mexican Visa Office).
I would like to know the places where I can get my medical exam done here in Ecuador and the fees of it.
I would like to know if I have to travel or send my passport to Mexico in order to get my visa.

1. You can request the transfer, but it is unlikely to be approved, unless " it is for the integrity of the program"
2. The list is here: http://www.cic.gc.ca/pp-md/pp-list.aspx phone and ask the price.
3. If the application is approved, you will have to send your passport to Havana.
