I would also hope so.
With my case, using both the B numbers from Nova Scotia and from my Local visa office which is London, brings me to one and the same web page showing identical contents and my NOva Scotia file never passed through "decision made" status. In New Delhi visa office, and in some other visa offices, "Withdrawn" status is tagged to applicants e cas once Nova Scotia is done with their job, meaning they have withdrawn your file from their office and transferred to the local visa office where your country of residence belongs, because they found it to be eligible for processing under the new rules.
But it may differ depending on the officer doing the update of the e cas?
