change of immigration category ... need information

can some 1 tell me if we have already applied for immigration as skilled worker can we change the category now with PNC if we get a Job offer letter (when its still under process due to the freeze and changes in immigration policy after feb 27.)
and whats the procedure...

You can make another application for PNP even when you have a FSW application going. You would need to get a job offer before you can apply. You would need to look at the different PNP websites for each provinces program.

but then wat will happen to the FSW application? and if i apply for PNP ill have to pay the fee again?

If you wish to cancel your FSW application, you can get your fees refunded if you cancel before they start to process it. If you apply through PNP, you have to pay again.
