Please, is it possible to change college and course after visa is issued in your home country or after arriving Canada?

Have you studied at all at the school on your permit? If not, you need a new study permit. If you have not studied for at least a semester at the school approved on your permit, you reapply with the new college and program. If you have studied at least a semester on the approved school then you can change schools after the semester.
