Your marriage certificate is fine, but you will have to re-do police clearance as they must be dated within 3 months of your application being submitted, and I doubt you can re-establish yourself in Malaysia that quickly. Your medical will only be valid for one year, it is best to have it done as close to applying as possible. Although, since yours is done, I guess you'll send that one in.

Now, here is the part I don't understand. You can have your application processed in Malaysia (rather than Nairobi) as long as you have been 'lawfully admitted to the country of residence for a period of one year'. I took that to mean you would have to live in Malaysia for one year before applying, whereas I have heard conflicting opinions, that you must hold a visa valid for at least one year. A senior member is likely to know the correct answer.

Nairobi is slow, but this also seems like a very difficult way to get to Canada, and might end up taking you just as long!

You just have to be admitted to the other country for a year - that is, have a year's visa. A student visa will be for a year. Once you are admitted for a year, you can apply - you don't need to wait for a year.
Your marriage certificate is fine - whereever you are married is where your certificate is from. Maybe get it notarized in Kenya as to its authenticity. Your medicals are fine. If you live in Malaysia for more than 6 months when they process your application, you'll need a police certificate from Malaysia too, but since you'll be in Malaysia it won't be hard to get. You'll also have to submit the Kenyan police certificate.
My husband (a Nigerian) and I are waiting for our appeal in Malaysia now. He's a student here. As soon as we got here, we met other Nigerians who were studying here, had married foreigners, and had applied for immigration through the Malaysia visa office, not Ghana. One guy's application was done in 5 months! It is so much faster. My husband's application was received in January 2008 and we're still waiting.
I just asked my husband: he knows 5 Nigerian men who have done this - 4 had their application for a PR accepted, one was refused and is appealing. The average time to get the visa was 6 months. They were all very short internet-based relationships. Maybe 3 months on the internet, then the women came to visit for a month or less, got married and applied. IMO these are all suspicious relationships, and I'm pretty sure they would all have been rejected in Ghana. They did take lots of photos to document their relationship while in Malaysia.

If you've got the money and the time, I think going to a different country is a good idea. If Ghana and Nairobi are going to take more than a year to process an application that other places can do in four months, and with a far better acceptance rate, then do what you can. You do need some money up front for the school fees, but living expenses in Malaysia are low.
The visa officer in Malaysia may question what you are doing here; just provide evidence that you are studying (or whatever.)

My husband just told me the Nigerian men here in Malaysia are getting their interview three months after they apply. His interview in Accra was one year and three months after he applied.

thank you all
but iam confused about staying 1 year in kuala lampur{malaysia} then starting my process after that
i just want to apply my visa as soon as possible
but iam nt sure doing that in nairobi or going 2 malaysia and staying there one year with nothing 2 do
iam really confused

As far as I know, you can apply as soon as you get to Malaysia if you have a year visa. You don't have to wait for the year to be up. True, you'll have to wait here after you apply. Some of the Nigerian men here are studying - the university courses are in English - and some are doing business. You'll have to have a reason to go to the other country - you can't say you came here just to get your visa faster.
