As I am Travelling to CA for the first time I am worried about the weather and as I had some religious concerns I have to get my head completely bold(I should give away my hair completely ) .Will it be an issue at the time of immigration .

No. As long as your face looks the same and you have a couple of pieces of ID that has your name on it will be fine.

Wear a hat. There are many Canadians that are bald or keep their hair very short and they survive the winter and summer.
