If you are an international student in Canada, and as long as you resect all conditions of your study permit, which means actively participating in your studies in Canada, then you can
change your college and as well as a study program.

However, you need to inform the federal government about it through your online account.

Did you change the college? is there any issue if you change within 10 days to get a max refund?

This answer will be irrelevant to your situation. The rules were different in 2019.

IRCC changed the rules last year. As you've already been told, you cannot switch schools without getting a new study permit. You can keep asking this question but the answer isn't going to change.

Can you please provide the new link for the new rules?

I think you found this already. It's the bit around "actively studying". See the link below.

https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/change-schools.html

You're obviously not actively studying if you switch schools immediately upon arriving in Canada (e.g. within 10 days of the program starting).

The "actively studying" is new and was introduced by IRCC to stop students from getting a study permit for one school and then immediately switching to another school. This was happening too often.

Several people here have confirmed that one semester needs to be completed before you can switch schools using your exisiting study permit.

So that's the situation you are in.

So your friend did not actively study at all. The blog that you posted also backs that up. It says don’t stop going to class unless you have been approved to change DLIs.

Sorry, you said he quit and withdrew after 7 days but is still going to class. Your telling two different stories to fit the narrative. Assume he paid all tuition and didn’t get a refund. He will finish his semester after paying semester fees and attending classes…is this correct?
