Chances of getting the residence

Hello there.
I have a question, short but crucial...
My wife applied for immigration humanitarian ground and got her first stage approval...
She was asked to provide the police clearance from Haiti and the FBI.
Ok, straight to the point : Today she got a phone call requesting to add me in her application to get our residence together and to pay the fees ($490.00)...
Anyway, here my concern : She doesn't have the FBI nor the Haitian police certificate.
She was supposed to give the FBI record before april 1st 2017 and got an extension for haiti until like today... She sent a letter saying she can not provide the Haitian one because she has to be present in person in Haiti but my concern is that the CIC gave her the steps she needs to do to get it.
Without the FBI and without the Haitian police certificate, what are the chances for her to get the residence? Please be honest

That's my concern right there because she first sent a certificate that was not accepted... The cic sent it back and told her exactly how to get it. She only had to get someone in Haiti to get it. Even in the cic website it is explained... But the people back in Haiti are not helping her much so she sent a letter saying that there are too much fake and she need to be there in person... Based on that how do you view it? Oh and another thing... She managed to get someone to get the not accepted certificate... Still the cic spot that?

I'm not sure a letter is enough. My recommendation would be that she provide actual evidence of what she has done to try to obtain the PCC (e.g. email exchanges with the people she has tried to make arrangements with). Has she tried contacting the Canadian embassy in Haiti to see if they can provide any assistance? Or what about contacting the Haitian embassy in Canada for assistance? I would do this and provide proof of their email replies. She should be able to demonstrate that she's tried everything she can to obtain the Haitian PCC.

Again, the FBI cert must be obtained. No choice there. The process for obtaining one is straight-forward and she can't argue that this one cannot be obtained.

does not smell good... Basically she got her sister to go to the police station in Haiti to see her cousin who is a graded police officer... Could not see her so any back home and told her she can not... Not contacting the embassy. Not contacted the consulate. Nothing...
The cic said she had to get her fingerprint done in Canada, and them to someone in Haiti with coy if her birth certificate, 4 ID pictures and the letter from cic and that person will bring that to the police station...
She did not even did her fingerprint... She was like 'I won't have the cert no matter what...'
For the fbi... Sent the request late March early April and up to Today no news...

OK - so being completely honest, she really hasn't tried to get the Haiti PCC. She needs to actually try. What you've described isn't trying.

I know. Based on the letter alone what do you believe the cic will do?

I have no idea what CIC will do.

If it was my application, I sure as heck wouldn't hang my hopes on that letter. I would actually put some effort into getting the PCC.

About the fbi, do you think it is normal to take that long? She requested it late March early April and until today still no news

I don't understand your question. The fact she has obtained the FBI certificate doesn't remove the requirement to obtain the Haitian PCC. She still need to obtain that one as well - or provide a very strong argument as to why she can't.

Why I insist on not having the Haitian PCC is because honestly she is not motivated to get it... À quick example :
She got a call yesterday from immigration to add me in her application... Based on that she believe she has the residency... We even had an argument this morning because I told her that this phone call is nothing more than me being able to be in her application... Not her getting the residency and she still need to provide the Haitian PCC because the letter is too light... No proof of attempt, no call nor email to the Haitian consulate... Basically a letter saying that she has to be in person because they is too much corruption...
She got mad and said I should not be mouth her application and the Haitian PCC is no more a problem because unlike me, she deals with angels unlike me who deals with men... I told her that the rules are there and angels or not she has to follow the rules... She does not want to hear... I gave up
