Hi, I'm an international student and I had worked a part-time job from August 1, 2019, to March 15, 2020. My T4 form shows the employment income in 2019 is $4700. ROE shows the TOTAL INSURABLE EARNINGS is $7000, TOTAL INSURABLE HOURS:560 and REASON FOR ISSUING THIS ROE is Shortage of work / End of contract or season. Can I apply for CERB?

You can apply and get it now but you might be asked to pay it back during next Tax fillings since you might be just outside the requirements.

I'm just wondering about the requirement: "You earned a minimum of $5,000 income in the last 12 months or in 2019", do "the last 12 months" include January, February, and March in 2020? I earned $4700 from August to December in 2019 and earned $2300 from January to March in 2020. Am I eligible for the minimum income requirement?

Yes they include last 12 months from now, so you meet that requirement.
