Hi,
I am currently on OWP , temporarily laid off due to COVID-19 Situation. Does availing CERB adversely affect the PR processing in future?

Please I need advice on this. I just got my study permit last week (I am in Canada and my studies begin in September 2020). Actually, my PR aaplication was refused in December 2019 and my work permit expired too, so I was out of status and had to restore status as a student. Last year, I worked full time. I am currently in the EE pool for PR again and expecting an ITA soon.

My questions: I am not sure if i am eligible for CERB. If I apply, will it affect my PR application? Will I be penalised? Or I will only need to pay it back next year tax season? Please reply. TIA

No, you aren't eligible. You haven't lost a job due to COVID-19 and you aren't even legally allowed to work until September.

please limit the number of time you ask the same question at once. You’ve now been told no three times.

That’s a ridiculous question . If you’re not eligible, you’re not eligible
Aside from the ridiculous, if you just got your student permit approved , how were you planning on paying for your tuition expenses etc ?
Maybe contact your countries government to see what support they’ve offered their citizens who are abroad

Given that you will have fraudulently claimed an emergency benefit that you clearly don't qualify for, yes, there could certainly be penalties. Benefit fraud is illegal.
