not necessarily. centennial is a good college. visa approvals depend on proper documentation and overall profile of the student and off course also the school should be good enough.
Why would you think Centennial is any less likely to qualify for a study permit application. It is a registered DLI public college.
Any rumours spread about any college are likely to have started due to someone being rejected by a college due to their course choice or having chosen a course not relevant to their current qualifications. People like to spread rumours if for some reason they are not happy so they take it out on an easy target much the same as reviews posted about colleges that are simply personal views. A bit like tripadvisor if everything posted were to be believed nobody would go anywhere, much same applies to college reviews/rumours.
