Hi I have done payment through wire transfer from Federal Bank Hyd. You kindly take your offer letter, Passportcopy, cheque book to ur branch office and ask them to do outward Remmitance. Did you take IELTS General or the Academic?

May be it's late for May'16 intake but you can always try, in some colleges some courses may still be open. But for sure try for Dec'16.
