Straight answer - Go for IELTS.
Though i myself cleared CELPIP in 1st attempt but still wouldn't advice you to go for it. I cleared the exam a year ago but after that many of my friends have appeared for it and every one failed. Even if you put your best efforts, Paragon people are not going to give you more than 6 in Speaking section. Try if you want to but chances are almost Nill.
Also, the format of CELPIP has changed drastically from the time I appeared. I helped one of my friend prepare for it and I can see, its not an English test anymore, its a trick that has higher probability of failing rather than clearing. The passages, the questions are easy. Trick is when you see other choices in objective questions. If you want to clear it, you better be lucky.
I would be happy to hear from others if they have a second opinion.

Partially true. I've taken IELTS and CELPIP twice. While CELPIP's reading and listening are significantly easier than IELTS's, its speaking task is more difficult and the grader will give you very low score. I score 7.0 (band 9) on Speaking with IELTS two times, while CELPIP gave me 7 (band 7) and 6 (band 6). Therefore, if you are really good at Speaking, you can take CELPIP, if not, stick with IELTS.

I would suggest go ahead for Celpip test, must easier than IELTS. You can buy an online practice book form their website. Do practice as much as you can. In my opinion I think the contents very similar with real test.

To get the additional points under EE, I moved to CELPIP. On the first attempt, I scored CLB 8 on speaking others above 9.

It really depends on what component you are strong at, but I felt increasing scores on CELPIP speaking would be easier for me than improving IELTS writing.

I have given celpip twice . my score were 10 L 10 R 8 W and 6 S . I agreed they are not giving
score more than 6 in speaking section now a days.
Going for IELTS is a better option .
95% people who got PR in my company got it through IELTS and 5 % got it via CELPIP

I think it all depends on what skill you're good at, and more importantly what skills you consider weaknesses.
If your weakness lies on certain skills then go for the test that maximizes them.
CELPIP is generally easier in Reading & Listening, and harsh (very subjective) in speaking & writing. That's the general assumption.
If those skills (R & L) are your weakness, and you feel comfortable in the other test aspects (S & W), then opt for CELPIP.
