Then what will be the new benchmark for CIC? CIC website still showing minimum 2H+2H require. Under the new CELPIP format, CLB level also showing same as CELPIP?

As of now they still showing 2H+2H and I believe under the new format of CELPIP, CIC will amend their website too with 2 + 2 as minimal score effective 1st April Or they may elevate the minimum level to 4+4 and announce that applicant taken CELPIP test prior April 1st will quality under previous format (2H+2H).

As of April 1, 2014, the CELPIP-G test will no longer be used as a test to prove English language proficiency. It will be replaced by the "CELPIP-General (CELPIP-G 2014)" test. After April 1, 2014, individuals wishing to use CELPIP results to prove English language proficiency must submit scores from a CELPIP-G 2014 test.

The CELPIP test is one of two English language tests (the other being IELTS) that are accepted as proof of English language proficiency for immigration purposes. The CELPIP exam is only administered within Canada.
