CELPIP & IELTS

Dear all,
I have few questions regarding these exams CELPIP & IELTS. I aspire for express entry visa to work & settle in canada & Would appreciate experts' feedback.
Can I appear for CELPIP from INDIA? What's the difference between CELPIP & IELTS? Which one of these is preferred by other fellow Indians?

CELPIP testing is only available in Canada, US, UAE and the Philippines. IELTS testing centres are more widely available.
