I am applying for PR in the CEC as a Stagehand. I have 18/19 months previous experience back home in Ireland. However before that I was working part-time in a stadium setting up and managing kiosks while also being on part-time social welfare. How should I represent this in my work experience section of the application?
Both NOCs appear to be skilled and can give you points, so I would include them on your profile if you need to maximize your score (as long as you can document the experience - see "Proof of work experience" )

But if you don't need the points, you can safely omit them from your profile.
Stagehand could be NOC 5226 or 5227 depending your your job duties/responsibilities - here's 5227:

As for the kiosk management - the actual NOC will depend on whether they were food or merchandise kiosks, but all managerial occupations are classified as "skilled." (the social welfare piece does not matter).
Not really sure what the question / doubts are about "how to represent" the work experience in the profile. I'd have to create a fake profile to go in and look at it. Part-time work is eligible, but it is pro-rated. Just some educated guessing here, but when you list each position, it will ask you the number of hours worked per week (part-time is defined as fewer than 30 hours per week) - just list the actual dates (or as close as possible) and hours worked per week (to the best of your ability), the system SHOULD recognize it as part time work.
But elsewhere, when it asks your total years of work experience, you have to pro-rate the part-time work - meaning, add up all the hours and divide by 30 to get the full-time equivalent (FTE) - in weeks- of part-time work. (52 weeks = 1 year)
So for example, let's say you worked 20 hours per week for a year. 20* 52 = 1040 part-time hours. 1040 / 30 = 34 complete weeks FTE.
