I did little research on CEC-Skill transferability factors.
The people with only Canadian experience can only compete for maximum 50 points in this section.
On the other hand people with only foreign experience can able to compete for maximum 100 points.
Suppose, A person with three years Canadian experience is going to get the points from only one section and given below:
(Consider the person has highest degree and good language skills, CLB 9)
Skill transferability factors
Education
• A) Official Language proficiency and education = 50
• B) Canadian work experience and education = 50
Subtotal = 50
Foreign work experience
• A) Official Language proficiency and foreign work experience = 0
• B) Canadian and foreign work experience B) = 0
Subtotal = 0
Certificate of qualification = 0
Subtotal Skill transferability factors = 50
On the other hand A person with similar three years Foreign experience is going to get the points from two sections:
(Consider the person has highest degree and good language skills, CLB 9)

• A) Official Language proficiency and education = 50
• B) Canadian work experience and education = 0

• A) Official Language proficiency and foreign work experience = 50
• B) Canadian and foreign work experience B) = 0

So, always people with only Canadian experience loosing some points, because education section only offering the maximum 50 points.
Even though the job experience is similar, people having only foreign experience befitting from both sections and have a chance to get maximum 100 points.
Persons with both experiences and only with foreign experience able to compete for maximum 100 points. But persons with only Canadian experience able to compete for maximum 50 points. SEEMS to be foreign experience people are superior in Skill transferability section than CEC persons. THIS IS NOT GOOD FOR CEC applicants.
In my opinion, Skill Transferability factors should be similar for both experiences. They only giving the additional points for the Canadian experience in Core/Human factors.
