CEC PPR help

Hello,

I recently received a PPR request. I am an applicant inland and my spouse is outland. the thing is, they sent me instructions about sending both passports to Ottawa while my spouse is not in Canada. I am just asking has this ever happened before ? I already sent an inquiry on the web form but I am just asking if this happened before to anyone.
