CEC or Spousal for U.S. citizen?

As I mentioned earlier, she's currently working here on a NAFTA Visa.

If it expires before her PR comes through (as it likely will), do you think she will have issues renewing it at the border? We usually flagpole to get that Visa renewed. Will the immigration people tell her to just wait for her status, or doing two things (nafta work visa and outland PR) is legal?

The work permit app and PR app have nothing to do with each other. It is perfectly fine to have both ongoing.
