CEC only has 10,000 slots per year?

I read this somewhere, said that there can only be 10000 applications be approved every year. Is this true?
Is there an advantage to submit early?

best time of the year to apply Jan-April
Worst time May June
so so time the second half of the year.

I would like to know more about this. Where do I find the policy says there is only 10,000 slots? And why the worst time is May, June? Isn't Dec the worst one? because all slots are almost filled?

Who says their quota is from Dec to Dec? All signs indicate it is from mid year to mid year.
