I dont know whether agent is slow or not. But many applications were picked up for November aor and some did not.

There are a bunch of factors, not only that:
- if you answered 'yes' to any statutory questions - expect delays
- if you have any outland dependants (accompanying or not) - delay
- if your secondary visa office is the slowest one - again, delays
- if your case is assigned to a slow agent who has issues with attendance on top of that - more delays
- hope not to stuck under security screening - delay for years

Why do you consider the secondary visa office more critical, not the primary?

The primary visa office where the application is just going through R10 check. The secondary visa office where an application is being actually processed and finalized.

When you call you just ask what is the primary VO and what is the secondary VO.

That's good, I've seen a few approvals recently for there. For example, there is zero approvals during the entire Jan from SVO CPC Ottawa.

Finally got through to an agent. Medicals and criminality passed. Eligibility and security not started yet. AOR Oct 1st. VO Edmonton

Called IRCC again today. Eligibility and security hasn’t started yet. Honestly I think Edmonton VO is gonna take way longer than other VOs

You are lucky that your Criminality already passed. There are few with Aug-Sep-Oct AOR's with CPC Ottawa and their Criminality is still in progress and the rest hasn't started yet. Seems that there are just nobody available to process the files, complete disaster.
